The Mesilla Valley Pain Clinic strives to provide the best pain care available for patients in Las Cruces and the surrounding area. Pain management involves a wide range of options and medication is only one of the option that we utilize. Our clinic focuses on interventional treatments such as epidural injections, peripheral nerve blocks, neuromodulator (spinal cord) stimulation, and radiofrequency facet ablation.


A “pain patient” is someone who experiences discomfort or is suffering from chronic pain. We also treat cases that are more advanced and serious in nature. These cases are usually beyond the scope of a primary care provider or spine surgeon.


We work with the local community of physicians. Sometimes we simply advise them in treatment options, other times we take over the care of the patient. Often, the clinic shares its expertise with neurosurgeons or spine surgeons before or after back, neck, or spine surgery.


When the situation requires that we implant devices for pain control, we use only highly reputable, nationally-known companies. We work with outpatient facilities in Las Cruces, as well as physical therapy and radiology institutions when needed.

Mesilla Valley Pain Clinic located in Las Cruces, New Mexico, was founded in 2011 but its medical professionals have been providing pain care to the greater New Mexico community since 1998.


Mesilla Valley Pain Clinic team features highly skilled members who are prepared to comprehensively assess the pain profiles of the clinic’s patients. In addition, staff members provide bilingual care to patients in English and Spanish. 


Mesilla Valley Pain Clinic provides minimally invasive treatments in both the office and outpatient facilities using the ultrasound and fluoroscopic guidance. The clinic maintains strong links and medical privileges to area hospitals.


Most surgical procedures are performed at the outpatient facilities in Las Cruces. Mesilla Valley Pain Clinic is able to provide some minimally invasive procedures directly in the office under the highest safety standards.

Dr. Cesar Velarde, director of the clinic, is Double Board-Certified in Anesthesiology and Pain Medicine. He received his medical school training in La Paz, Bolivia, in 1991 and graduated with honors. He was trained in Anesthesiology and Pain Medicine Fellowship in Albuquerque-UNM. By 2000, he was an assistant professor and member of the Pain Clinic at the University of New Mexico. In 2001, Dr. Velarde was hired by Mesilla Valley Anesthesiology, P.C, in Las Cruces.


While providing anesthesia services, Dr. Velarde opened a pain center in Memorial Medical Center, and later, opened one in Mountain View Regional Medical Center. After years of experience in providing pain care in Las Cruces, Dr. Velarde opened the doors to his own clinic, Mesilla Valley Pain Clinic.


Marti Hoekenga-Rigg is a Nurse Practitioner at Mesilla Valley Pain Clinic. Marti has extensive experience in healthcare, intensive care, and providing patient care. She received her RN degree from the University of New Mexico and her Nurse Practitioner degree from the University of Colorado- Beth El College of Nursing.

She spends her days in the clinic seeing patients to help them manage or eliminate pain. Marti’s greatest professional
accomplishment so far has been identifying mentors to help build her knowledge-base as a provider, such as that offered by Dr. Velarde. As a provider, Marti values helping her patients receive the best care and prioritizes diminishing or eliminating pain.


Outside of work, Marti loves to spend time with her husband, children, and dogs. She also enjoys boating on Elephant Butte Lake, playing cornhole and entertaining friends and family!
